On my 4S, running IOS 7, when I press and hold the power/lock button at 
the top of the phone, I'll be presented with a dialog that gives me the 
choice between power off and cancel. I'm not sure if this is what you 
mean by shutdown or not. If I double tap power off then the phone powers 
off for good and doesn't restart unless I hit the power/lock button again.

No matter how long I hold the power/lock button, I never get anything 
but this dialog.

What you describe sounds like the force restart of the iPhone that you 
get when you hold down the power/lock and the home buttons at the same 
time until the screen goes black and the Apple logo reappears. I wonder 
if there's a problem with your home button. You may need to take your 
iPhone in to have it looked at by an Apple technician.
