ts2000, IC7000, ts570DG, IC706MK IIG/703, ic746...there are some old kenwood 
mobile radios, the ones that take the modules that can get to six on FM I 
believe and have the speech option.
For 6M SSB, and speech, your pretty much limited to the HF rigs that include 
6M.
there are several HT's that offer 6M FM, but none of them have speech 
capability.
There were some super HT style radios made years ago with 6M SSB on board, 
but they were more a portible style radio and required crystals etc.
10M is the same story.
you can get individual 10M radios such as the realistic HTX100, RCI2950 and 
it's bretheren, HR2510 etc...none of which have speech.
best bet would be to pick up a used TS570DG for around $500...or the ts480 
for around 1100 to 1200 new.
or an IC706MK II G for around 400 to 600....you'll have to get the speech 
synth for any of those if they don't come with one.
as I said, your fairly limited if speech is necesary.
