Tom,

how does your computer work with other internet tasks like down loading 
files or browsing web sites?  If other tasks are not timing out, then its a 
problem with outlook express.

Well, we have been on the phone countless times with the Netgeer people
regarding the router, and, of course, they deny responsibility since my
wife's new Windows 7 machine is working fine.

If it's the router getting ready to fail, I won't be a happy camper, since
it's only a few months old!

It's a DNS issue. your router or cable/dsl modem isn't dealing with DNS like
it should, probably router if restarting the computer fixes it. Generally an
early sign of a router getting ready to fail but sometimes can be a wrong
setting. I've seen it before many times.
