The cost of ink refills is definitely a big deal with ink jet printers.
Lexmark and others were coming out with ink jet printers that were meant
to compete with laser printers on the cost per page of black and white
printouts. My wife was just lamenting that we didn't go that route when
we bought our all in one Epson printer. Note that Sheila is asking about
laser printers, so she doesn't have to worry about this issue.

Also, printer makers often put very small ink cartridges in new printers
to keep people from doing exactly what you said, namely buying a new
printer every time they run out of ink. Furthermore, Sheila's looking
for an all in one printer, and I don't think you can get all in one ink
jet printers for as low as $25, but I may be wrong about that, since I
often see ink jet printers given away for free whenever you buy a PC or
a monitor.
