Would this be the same file name each time? If so, you can probably create a shortcut to the desktop and then drag it into the start menu. If the file name changes, you could put those "desirable" files into a separate folder and then put that folder into the start menu.
If it is a Word file, and you don't use that program a lot, if you were to start Word and then use the recent file list, that shows up to 9 recent files, at least in my version of Word.

I have XP Pro Svc. Pk 3.
I'm sure most of you know when you hit the start button the menu pops up showing a bunch of stuff like control panel, printers and the such. What I would like to be able to do is with the recent documents menu. Either a way to expand the list fully or to be able to scroll through the list or force a recent document to be at the top of the list all the time. The doc is a text file. I do a lot of photo, and graphic work so the list gets pretty big and it only shows the top 15 items.
Also is there a way to add a folder on that side of the menu along with recent, my pictures, my music and so forth?
