Try to get into recovery mode. Windows 10 will go into recovery mode
automatically if it fails to boot. If it doesn't you will have to
boot off a Windows 10 install CD or USB flash drive. You can download
either one of these at Microsoft

If that doesn't fix it I would restore your backup image ... you do
have one right?
If none of the above works you might want to check your hardware.
Boot off something else like a Linux USB stick, and take a look at
the hard drive to make sure it is working OK. Run memcheck to make
sure RAM is good. And I bet your Surface came with it's own hardware
diagnostic software.. probably in the BIOS.
