I think it should be disableable but cookies only do harm if you let them.

What I don't like about this particular scenario is that when I delete something from my computer, I want it to stay deleted.  And yes, I know that just deleting it from my computer, and emptying the recycle bin does not mean the file is unrecoverable.  Which is why I use file shredders.
