As has been suggested, go with 40 or even 50 feet of well guyed metal
mast.
Then, search for a fiberglass stand-off arm to bolt to the top section
of the mast.
You could actually use two of them either 90 degrees or 180 degrees
apart, with one or more dipoles attached to each.
Somewhere, I remember seeing a listing for a 4 foot single fiberglass
stand-off arm that mounted with a u bolt, and did not limit itself to
being used on a tower.
You can also fabricate something that will work out of heavy PVC,
using a T fitting at the center and a length of PVC to slip over the
top of the mast. If you do that, put a large wooden dowel rod inside
each horizontal part of the arm for added strength, to prevent the
type of thing that happened with your vertical section. Be sure to
give that wood a thorough coating of outdoor spar varnish or some kind
of water proof protection before inserting it into the PVC. Otherwise,
it will rot with amazing quickness.
