Hi Eric, Well, re the 703, and 703+, Gary lee, in IN, who's on this list, 
has one, as does Ron Miller, in FL, who's still on here I think.
Jack Mcspadden in AR, and I've had one, and we both liked it, you can 
control it nicely via computer, and honestly, you can do pretty well with 
the millenium QSYER, and a lil patience.
The ut102 speech board is nice, but will only give you freq, S-meter 
reading, and mode read out, and you can get mode and freq readout with the 
updated/giving CW read out, qsyer, so you may not need to spend the around 
50 bucks for the speech board.  Icom had some issues,/(keyjack grounding and 
or lack of it, and a couple of other problems some of which resulted in 
blown finals and other weirdnesses,)that they finally admitted and offered 
to fix for free in both the original 703, and 703+ units/don't know if 
they'll still fix them for free or not, /likely will, but there's a good 
group/Yahoo reflecter I think, that's got a lot of helpful stuff.
John's definitely right about the HRD and interface suggestions.  There's a 
radio shack scanner programming cable/the nomenclature of which I forget, 
but I've got in some of my old email,I'll go back and find it if you wish,

radioshack scanner programming sirial cable that RS closed out for less than 
five dollars, that'll work just fine with a computer and HRD, to do a "Jam 
Up And Jelly Tight/to quote an old Tommy Rowe song,  job of interfacing, and 
for a hundred dollars or so less than the Icom interface.  Of course that 
interface will work with more than one radio, so I've been told, , so I 
guess that's one reason for the costliness of the Icom Interface.  Check 
with your local and not so local ham store, watch Universal Radio and other 
places/get on the Yahoo 703 group, and advertise on the eham.net, qth.com, 
qrpl, hfpack and ft817 lists, you'll likely find one of those rigs 
somewhere.  And when you find it, you're gonna find that That tuner's about 
the best in-rig tuner you've ever run across, I know it's about the best one 
I've ever experienced  HTH, Danny.
