Mark, your meter is falsely reading cumulative power.  Forward plus 
reflected power.  Therefore, the higher the SWR reading, forward plus 
reflected seems higher to the meter, than forward with no reflected.
Your antenna is long, First of all, make a quarter wave long ground that 
will put the transmitter in the middle of the system, rather than at the hot 
end.  Then trim your long wire until you get the desired results.  A small 
tuner might be a simpler solution than trimming the radiating wire.  The 
cold wire doesn't have to be stretched out.
