since it's a small building, that is, very few units, it was obviously much 
easier to interface with the management or owner.
When it's a big building with lots of units, often the management doesn't 
want to do anything beyond collect rent, kick people out and complain about 
maintenence requirements lol.
But, sometimes all you have to do is ask. I did when we moved into this 
building, which has 40 units...antennas on and around the balcony were no 
problem what soever, and being on the top floor, I can go as high as I can 
as long as it can be supported without using the building or permanent 
mounting senarios.
I haven't inquired about the roof yet...mostly because it took them a year 
to get a window screen back to us and they constantly complain about any 
little maintenence request, so I can't imagine they would allow any antenna 
structures on the roof...even though it would be simple enough.
sounds like you got a pretty sweet deal there.
