I have to say, Junior, I'm quite puzzled by your problems down there. 
Usually, just being in Florida is a big advantage to the transmitted signal 
because of the high salt water table.  I've worked many hams using 100 watts 
or less and sometimes with less than optimal antennas like long-wires, and 
with remarkable signals. I sure hope you figure out what's going on some day
