I just wonder who decides what is acceptable: "Acceptable norms of behavior established by the neighborhoods be enforced and applied consistently in both the schools and the neighborhoods 24/7."

For some, that may mean an impromptu block party on Friday night or a neighborhood Bid Whist tournament...Somehow, I don't think they mean that, though.
