I don't know what country you are referring to, but in most American school districts foreign language is studied in grade school and is a requirement for graduation from high school. If some Americans prefer monolingualism, it may be a negative connotation with respect to foreign languages resulting from derisive attitudes from non-Americans. Friendlier attitudes will create more of a desire to study foreign languages and visit foreign countries...people have a natural desire to want to imitate and communicate with their friends and find out more about where their friends come from.
