I also use this approach (start with what carrier they want to use, because
not everyone wants to use Verizon since they are expensive). Find out which
phone that carrier has that has been made for senior citizens. Also ask if
any of the phones have voice dial capability (where he can say "call Joe
Blow" and it calls Joe Blow). You would just have to enter his contacts for
him.

Hi Susie

Does your father want a family plan with specific people and a specific
carrier? If so, one option is to walk into retail outlets and make
your needs known and see what they have to offer. I favor this approach
because if the company wants my money, they have some obligation to
attend to my needs. Why should I do the work they get paid to do?

I have the Samsung knack through Verizon; It has some keys that are
raised alternating with some that are indented. I like that. There are
some things I wish had speech options and I don't use all it features
but...

Hello,

My father is visually impaired and needs a cell phone with slightly
raised keys.  He had one but it broke.

Thank you very much.
