Yes they could.  If they can make speech input and output for some things, 
they can do it for all things.

And I would agree that we need to enter frequencies using the radio 
preferably the keypad.  Suppose you don't have access to a computer in any 
given situation?  Then what would a blind person do if they can't enter 
frequencies using the radio?  73.
