Try a dummy load and see if you get a 1/1 reading.  That's why it's antenna 
theory!  Not antenna fact.  a quarter wave aught to be around 64 feet long. 
With no ground, who knows what capacitive effects, that might vary by quite 
a bit.  What's your ground conductivity like for example.  Why not get a 
simple tuner and avoid the entire issue?
