to get 60W plus, your going to have to go with one of the higher end yaesu 
mobile rigs, or a high power vhf radio like the TS2000.
Most mobile VHF radios put out 40 or 50W...that seems to be standard in the 
industry.
as far as accessibility, yaesu sucks, but it's most certainly usable.
for your purposes, I would suggest something like the kenwood TM V71 dual 
bander.
enough power, smaller foot print and not overly expensive.
it has onboard speech and speaks nearly everything.
For a basic 2 meter rig without speech, but with fair accessibility perhaps 
the kenwood TM 271.
other radios that aren't as accessible but will fill your needs could be the 
yaesu 8800 dual bander, yaesu FT 2900R, yaesu 1802R, or the yaesu 
FT2600M/2800M on the used market.
none of the yaesu's have the voice synth option, but if you have some 
sighted assistance, you can figure out all necesary functions and memorize 
key sequences and so on.
I used the yaesu FT2800M for quite a while without sighted assistance...i 
could navigate everything and set everything myself.
