Maybe...but you'd think the cops would at least know what it means.
I've not met one yet (in Ohio) that could give me a definition that
they'd be willing to stand behind.  I remember one guy said he thought
it meant I wasn't married (he was joking, of course, but we both got a
chuckle out of it).
