This vacancy announcement may be used to fill additional

DUTIES:
The employee serves as an Information Technology Specialist
(Information Security) and assists the AOC IT Security Officer
with security management which covers ensuring the
confidentiality, integrity and availability of systems, networks,
and data through the planning, analysis, development,
implementation, maintenance, and enhancement of systems,
programs, policies, procedures, and tools.
Ensures, or participates in ensuring, the confidentiality,
integrity, and availability of systems, networks, and data
through the planning, analysis, development, implementation,
maintenance, and enhancement of information systems security
programs, policies, procedures, and tools.
Evaluates, acquires, configures, and uses software intended to
ensure that automated systems are secure from unauthorized use,
viral infection, and other problems that would compromise
sensitive information in terms of confidentiality, integrity, and
availability, or would compromise other aspects of overall system
security.
Develops specifications for information technology (IT) contracts
and programs involving hardware, software, components, systems,
subsystems, and/or services. Prepares statements of work (SOWs),
requests for Information (RFIs), and requests for proposals
(RFPs). Evaluates computer requirements. Develops evaluation
plans. Participates on proposal evaluation teams. Evaluates
vendor proposals for adequacy in terms of vendor ability to
perform desired actions and produce proper results. Serves as
Contracting Officer's Technical Representative (COTR) in
monitoring vendor/contractor performance.
Manages the lifecycle of an information technology project from
concept development through implementation. Identifies customer
requirements, develops technical approaches, and coordinates
project resources related to project costs and schedules.
Performs or participates in a range of information technology
(IT) management activities that extend or apply to an entire
organization or major components of an organization. IT
management activities include strategic planning, capital
planning and investment control, workforce planning, policy and
standards development, resource management, knowledge management,
architecture and infrastructure planning and management,
auditing, and information security management. Plans, develops,
and implements systems and IT policy changes.

Knowledge of information systems security operations, techniques,
and standards.
Knowledge of the principles, methods, and techniques of IT

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-13 level requires IT-related
experience that demonstrates each of the following four
competencies: Attention to Detail; Customer Service; Oral
Communication; and Problem Solving; AND one (1) year of
specialized experience at least equivalent to the GS-12 level.
Specialized experience is experience that is in or directly
related to the line of work of the position to be filled and that
has equipped the applicant with the particular
competencies/knowledge, skills, and abilities to successfully
perform the duties of the position. Experience must be
IT-related and may be paid or unpaid experience.
Example of specialized experience for positions at the GS-13
level, typically gained in the IT field or through performance of
work where the primary concern is IT, includes experience
analyzing a number of alternative approaches when advising
management concerning major aspects of IT system design. The
experience demonstrates accomplishment of IT project assignments
requiring knowledge of IT requirements and techniques pertinent
to the position to be filled.
