Sounds like you have your answer, but some other options would be the
open source or free office suites, such as Open Office, Libre Office or
IBM Lotus Symphony. Your mileage will differ with accessibility, but
accessibility should be good enough to at least export the file into
another format. BTW, I think all of these suites will recognize the .xls
format and most MS Office document formats.
