Fred,
I first start transmitting my carrier; while the carrier is on, I press and 
release the appropriate button; then turn off the carrier.  It always works. 
To tune the transmitter, I press any of the three buttons and hold it until 
I hear three beeps and release it.  Then I go to the transmitter and amp and 
tune for the highest pitch.  The pitch of the TW-1 will increase as the 
power level goes up.  You can put the TW-1 back in normal mode by pressing a 
button again or just don't apply any RF until it times out and gives you 
three more beeps.
