Most of the responses were requests to summarize.  Two suggested that  
there is wheat in these products:

I  looked up tobiko on the internet and checked the ingredients on at  
least one brand. It contained wheat plus a bunch of other  
ingredients. Apparently some may also contain soy sauce.  IIRC wheat  
bran is used as preservative in some Japanese food.

I do know that wheat is sometimes used as an agent to prevent  
sticking, and in this capacity doesn't have to be listed in the  
ingredients.
