DUTIES:

This position is located in the Office of the Chief Information 
Officer, Enterprise Business & Software Services.  Develops 
database designs based on organizational mission and functional 
requirements.  Defines data elements, data relationships, and 
data tables using database theory including entity relationship 
diagramming; object-oriented, hierarchical, and relational 
design; and data normalization.

Performs work involving the analysis, design, documentation, 
development, modification, testing, installation, implementation, 
and support of new or existing applications software.  
Participates in implementing commercial off-the-shelf (COTS) 
software or developing customized applications.  Prepares inputs, 
outputs, flow diagrams, decision logic tables, and linkages with 
other applications systems.  Tests, validates, and documents the 
applications.

Participates in, or performs, the planning, design, and 
implementation of an agency-wide enterprise architecture that 
integrates business, application, information, and technology 
architectures into a cohesive unit.

Plans, designs, and develops test methods, procedures, 
techniques, and requirements for computer systems.  Reviews, 
analyzes, evaluates, and improves hardware, software, systems, 
and/or equipment testing methods, concepts, techniques, and 
operations.  Participates in the test and evaluation of 
contractors' equipment, components, systems, or products.  
Develops new technologies, such as computer simulations, for 
innovative testing of design concepts, applications, and systems.  
Develops and implements test technologies to address the design, 
development, verification, and operation needs of software, 
systems or hardware.

applications using Cold Fusion, .NET (VB.NET, ASP.NET, ADO.NET), 
Oracle/PL-SQL, J2EE (JSP, EJB) and MS Access.

Knowledge of enterprise architecture principles, methods, and 
techniques.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for FP-03 requires IT-related experience 
that demonstrates each of the following four competencies: 
Attention to Detail; Customer Service; Oral Communication; and 
Problem Solving; AND one (1) year of specialized experience at 
least equivalent to the FP-04 or GS-11 level.  Specialized 
experience is experience that is in or directly related to the 
line of work of the position to be filled and that has equipped 
the applicant with the particular competencies/knowledge, skills, 
and abilities to successfully perform the duties of the position.  
Experience must be IT-related and may be paid or unpaid 
experience.

Example of specialized experience for positions at the FP-03 
level, typically gained in the IT field or through performance of 
work where the primary concern is IT, includes experience 
analyzing a number of alternative approaches when advising 
management concerning major aspects of IT system design.  The 
experience demonstrates accomplishment of IT project assignments 
requiring knowledge of IT requirements and techniques pertinent 
to the position to be filled.
