At one time it was, but it has largely given up the fight in recent years. My belief is that if you really want something, you ask Congress for it. If they turn you down, you ask for it again, and if they turn you down again you ask for it again until you get it. One way to insure that we will never get it is to never ask for it. Yes, you may have to change your strategy, but you won't get it if you don't ask for it. And once SSA gave it to millions of seniors, that for all intents and purposes debunked their argument that it would go broke if they gave it to a comparatively few blind people.
