Good Luck on finding the speech chip.  Try ebay.  I think the part number is something like ex-310.  I needed 1 about 2 years ago and had to pay $100 for it.  I searched on ebay for over a month before I found it.  Icom doesn't carry it any more and there was a company over seas that claimed to have it but when all was said and done they didn't have one.  I'll look around and if I find one I'll let you know.
