The only hts with speech that I know of are the puxxing 777 plus, and the
wofung. Don't know if I got that last one correct.
The puxxing isn't bad for a 2 meter rig, and speaks most functions. There
was a message on the list about it today from Pat I believe.
As far as scanners, I think you are out of luck.
Rigs, both icom and kenwoods. The ts480 probably has the most speech, but
this is an hf / 6 meter rig. Next up in accessibility in my opinion would
be the kenwood ts2000. This is a shack-in-a-box type rig with everything
from 160 through 70 cm excepting 220.
The best of the hts in my opinion is the kenwood thf-6a. No speech, but
logically laid out, beeps in strategic places, and accessible programming
software.
This has a general coverage receiver up to 900 meg with 2 meter, 220, and
440 transmit.
Battery life is good, and the radio benefits from a third party antenna to
replace the rubber covered dummy load supplied.
That's a brief synopsis of things as they stand today.
