Have you 'right-clicked' on the device name in Device Manager?  When I drill down to my mouse in device manager, I find that right clicking on it will bring up a context menu that includes "disable ".

There is no place to disable it in device manager nor in services. 
When I go to Device Manager and go to the touchpad I see : 
General (“This device is working properly“), Driver (Driver file 
details containing a list of files), Details, (device description), 
Resources )”no conflicts“) 
Nowhere is there a place to choose “disable”
