That doesn't sound too good, but there are some things you can try.
You might try booting with RAM slots empty, I would have done that first. Proper
troubleshooting for a hardware problem is to remove everything, EVERYTHING, that
will plug in. If you get a POST, start putting everything back, one at a time in
this order:
RAM, one stick at a time
HD-0
(HD-1)
Floppy
Aux fans
Check to see if the CPU shows physical signs of burning: smell or scars.
Try to put an old graphics gard, but make sure it works before trying it.
When you stop getting a POST, that should be your malfunctioning equipment.
My guess is that your motherboard is dead, but make sure you try everything before
jumping to conclusions.
