Rick,
First question: Are you powering the RB-704 with some external dc power?
Most Kenwoods draw power from the rig's din jack, but the 430 is one that
doesn't.
Also double check all your connections between rig, buffer, and amp. Other
simple stuff like be sure band switch on amp matches band of operation and
that all other controls are set properly before you start transmitting.
