I don't have a dummy load here, but the problem does not exist at all when 
no power is applied.

I just tried it quickly here with 50 watts, and again, no volume control 
problem.

It seems to be a problem when I get up to 100 watts with the TS480.

SWR is 1 point 4 to 1 here on 40 meters where I am doing the testing.

Have to get to work now, but can do some more troubleshooting maybe tonight.

Tom, maybe, but maybe it's a problem with the volume control.  Does the
problem go away if you use a dummy load?
