John and Tom,

With the tuner on, you've essentially disconnected the TW-1 from the radio, 
so it can't tell you what the radio is seeing.  The fact that you see little 
or no difference when switching the tuner in and out means that the antenna 
is already well matched to the radio and you don't need to use the tuner.
