I did find the setting that controls the ability to click links in Outlook Express.  You have to uncheck the box that says "read messages in plain text."  I still have some work to do in trying to get things back to the way I had them, but I did solve that problem.

  Well, if you don't want jaws to start on it's own, hit insert+J, and in 
  basics disable it there, that will also get rid of the keyboard help you 
  want to get rid of. The rest of it, is new to me.
