Position Title: Executive Director, Technology Assistance Program 
(ADMIN IV)

Location: 2301 Argonne Drive, Baltimore, MD

Salary Range:  $48,691 - $78,173 (Grade 19) Salary referenced in 
accordance with the State of Maryland Executive Order 
01.01.2009.11 - State Employees' Furlough and Temporary Salary 
Reduction Plan.  Department of Budget and Management salary 
guidelines may apply for current State employees

Nature of Work:

This position oversees all operations of the Maryland Technology 
Assistance Program, a statewide program that provides assistive 
technology services to all Marylanders with disabilities through 
the Assistive Technology Act of 1998, as amended in 2004.  The 
Program's primary activities are device demonstration, device 
loan, device re-use, information and assistance, training and 
technical assistance, and public outreach.

Specific Duties Involve:

Directs the activities, projects, and services of the statewide 
Maryland Assistive Technology Program; Convenes an Advisory 
Council of key stakeholders to help develop and review progress 
on a statewide plan for assistive technology; Directs all 
required data collection and reporting, including the Statewide 
Plan for Assistive Technology, State Plan for Disability 
Services, and Managing for Results;  Develops and manages program 
budget; Manages program staff; Develops and executes regional 
contracts with nonprofit organizations to provide assistive 
technology services in Western Maryland and the Eastern Shore; 
Develops new programs, services, and partnerships to expand 
assistive technology services; Coordinates with agencies in other 
areas of the state to provide or expand assistive technology 
services;
Improves and expands marketing strategies to increase awareness 
and use of program services; and Coordinates efforts with all 
other programs and activities of the Maryland Department of 
Disabilities.

Minimum Qualifications:

Education - Bachelor's Degree from an accredited college or 
university.

Experience - Five (5) years of experience in administrative staff 
or professional work.  One year must have involved one or more of 
the following: the supervision of other employees, overseeing and 
coordinating the general operations of a unit, applying rules and 
regulations, or exercising responsibility for the development of 
policies or procedures.

Notes:
1.  Additional Experience in administrative staff or professional 
work may be substituted on a year-for-year basis for the required 
education.
2.  Additional graduate level education at an accredited college 
or university may be substituted at the rate of 30 semester 
credit hours on a year to year basis for the required general 
experience.
Preferred Qualifications/Experience:
1.  Masters Degree in a Human Services related field;
2.  Extensive personal or professional knowledge of Assistive 
Technology;
3.  Experience interpreting federal regulations and ensuring 
compliance;
4.  Demonstrated experience creating partnerships to expand 
programs; and
5.  Excellent oral and written communication skills.

This position is designated as a Special Appointment.  Special 
Appointment employees serve at the pleasure of the appointing 
authority.

Administrator IV, Special Appointment

LOCATION:  217 E.  Redwood Street, Suite 1300, Baltimore, 
Maryland 21202

SALARY RANGE:  $48,691 to $78,173 (Grade 19).  Salary reductions

NATURE OF WORK:

This position assists the Deputy Secretary and provides guidance, 
data and analysis to MDOD leadership and program managers on a 
variety of State regulatory, budgetary, programmatic and 
legislative issues having an impact on the Department and its 
programs and services.  In addition, the position serves as the 
Director of Health and Behavioral Health Policy and is the 
Department's liaison to its advisory commission (Maryland 
Commission on Disabilities).

Specific duties involve:

1.  Assessing performance data and results related to the State's 
delivery of services to people with disabilities across all 
domains of the Maryland State Disabilities Plan (State Plan);
2.  Collecting and analyzing data on disability policy, services, 
and issues for the purpose of formulating disability policy 
within the department and in conjunction with other State 
agencies;
3.  Establishing performance measures for MDOD programs, tracking 
the department's performance, and reporting out on its 
performance related to the State's Managing for Results process;
4.  Serving as Health and Behavioral Health policy expert and 
contributing content to the State Plan;
5.  Collaborating with staff in other units of government 
responsible for implementing the actions of the State Plan 
domain;
6.  Serving as the Department's liaison to the Maryland 
Commission on Disabilities; and
7.  Analyzing legislative bills and preparing fiscal estimates.

MINIMUM QUALIFICATIONS/REQUIREMENTS:

EDUCATION:  A Bachelor's degree from an accredited college or 
university.

notes; and developing strategic planning goals, objectives and 
measures related to Managing for Results;
3.  Knowledge of policy, programs, and services for people with 
disabilities; and
4.  Knowledge of Mental Health and/or Long -Term Care services 
and policy.
