I'm using JFW 9 and Firefox, and I get onmouseover buttons to work,
including the page you provided, by using insert-control-enter on the
onmouseover button itself, the insert-escape key to refresh the screen
and then control-enter on the links in the new text that appears. I
don't have JFW 10 running at home yet, so I don't know if that behaves
the same way or not.
