Leaving the issues of platforms, competition, screen reader access, and
politics out of this discussion, let's focus on the hardware that this
petition deals with.  Due to the nature of the OS configuration and
underlying architecture, it's necessary that hardware drivers be different
for each OS any way.  These discussions are irrelevant.  The petiiton is
short-sighted (no pun intended) by limiting the discussion to a standard set
by one OS manufacturer though. The Human Interface drivers defined by
Microsoft are just that, limited to Microsoft.  The concept behind  the
petition is valid so long as the solution is only Microsoft based.  The
solution needs to be more abstract and common.  What really needs to be
defined is a higher set of functionality that can be ported across
platforms, devices, software, etc.  This petition does not accomplish it.

The problem with the petition is that if there is a need to address this 
issue and I am not certain that there is; it should be done in a platform 
neutral way.
