Hi:

Drupal is certainly a good place to start, but
even it needs some tinkering to make sure both
the back and front ends are accessible.

I don't have details about exactly what needs
tinkering, because it depends on what you want it
to do, but I'm sure Google and Drupal's forums can assist with that.

For further reading, you might take a look at these:

1. The most recent discussions about CMSs on the
Accessify forums; the links I've saved out are fairly old.

2. Home Defacto - Accessible Web Management:
  http://www.defacto-cms.com/
[if you're willing to have your site hosted there, at least last I knew.]

3. XStandard free standards-compliant XHTML
WYSIWYG editor: http://xstandard.com/

4. Choosing a Content Management System for your
web project Blue Flavor:
http://www.blueflavor.com/blog/technology/choosing_a_content_management_system_for_your_web_project.php
[Not particularly accessibility-related, but may be worth your time.]

5. Juicy Studio Choosing an Accessible CMS:
http://juicystudio.com/article/choosing-an-accessible-cms.php

6. WYSIWYG editor spec - Overview » AlastairC:
http://alastairc.ac/2006/09/wysiwyg-editor-spec/
[along with other blog posts about accessible
CMSs on Alastair's blog i.e. skim through items in this category of his blog.]

Hope this helps. Again, Drupal may be fine, but
it depends on what you want out of a CMS.
Jennifer
