There is a free application that a few of us are using for making learning
objects or modules with interactions.  It is called XERTE
http://www.nottingham.ac.uk/~cczjrt/Editor/  Modules are saved as a Flash
file and can stand alone on the web or be imbedded in Blackboard etc.
Accessibility issues have been addressed in many cases and Julian Tenney,
the developer is incredibly helpful.

Flash is possible but I understand a bit tricky.  Go to the Adobe site and
look for both flash and accessibility.
