I am on Twitter, but from what I read, you can send someone a so-called
Direct Message only if that person is following you (you have to have a
Twitter account, of course). At least according to the Twitter Help

Private Twitter Messages
In addition to public updates and @replies, you can send followers private
tweets, called direct messages, too. If someone is following you, you can
send a direct message from the web via the "message" link on the profile
page. (please note: you cannot send a direct message to a user who is not
following you.)
