Closing tabs has nothing to do with cookies; it is asking you which of the 
currently open sessions (windows) of ie8 you wish to close.
Closing all, in effect, shuts down ie8 entirely.  Closing the one you are 
exiting only closes the one you most recently were using.
Say, to illustrate, you started out by visiting your local daily paper 
site and then went to wunderground.com to get the current weather.
Now, you just finished your online banking.  Closing all tabds would shut 
down the local paper, wunderground.com, and your bank site.
Closing the current tab would only shut down your bank site leaving open 
the daily paper and weather.
