I'm not really sure what could be causing this. Have you installed or 
changed anything recently?

Routine system maintenance is always a good idea and the first thing I'd 
try. I'd start by removing any applications you're not using. Next, I'd 
shutdown as many running applications as possible and run Disk Cleanup 
and then something like EasyCleaner to remove any unnecessary files and 
clean up the Windows registry. Finally I'd degragment the disk drive and 
reboot.

Running chkdsk is also a good idea. I'm not sure what OS you're running, 
but on my XP system I have chkdsk and not scandisk.

You can also shutdown any services you're not using and stop any 
processes from starting on bootup that you don't need. There are web 
sites which tell you what is safe to stop or keep from starting. I 
usually use AnVir Task Manager to help with this, but you could just use 
Google.

Finally, you could go to the Toshiba web site to see if they have any 
updated BIOS, device drivers or software for your system.
