This position is in the National Center for Statistics and Analyses
Analysis (NCSA). Office of
Traffic Records and Analysis (OTRA), National Driver Register and
Traffic Records Division (NDR
& TR), and supports the Division's activities by performing a number of
highly technical
functions. As a member of the NDR Computer Systems Supprt Team, you will
serve as a Project
Management and Information Mangement Specialist responsible for all
aspects of the Problem
Driver Pointer System (PDPS) project management documentation
coordination, Certification and
Accreditation (C&A), IT Capital Planning and Investment Control (CPIC)
processes, including the
development and submission of Office of Management and Budget Exhibit
300's (OMB-300) to support
the mission and long term objectives of the National Driver Register's
(NDR) IT systems. You
will coordinate new system development documentation, system project
management via the system/
software planning, concept of operations, requirement analysis,
documentation and life cycle
configuration management control. In support of the NDR, this position
supports the
implementation of DOT/NHTSA IT policy, guidance,procedures, security and
best practices as it
relates to the PDPS application/system development.

Position Information: Full Time Permanent
Major Duties:
The Information Technology Specialist:
l Holds and maintains Project Management accreditation as required by
the certifying
organization.
l Is responsible for the preparation and maintenance of all NDR IT
project documents and
deliverables. Will manage the overall project change control and project
scope deviation
as will as interface regularly with all project stake holders including
project executive
sponsors, NDR Computer Systems Support Team leader and the other NHTSA
Office of the Chief
Information Officer.
l Provides analysis, reporting and project management for the planning,
analysis,
evaluation, design, acquisition, testing, integration, data management,
and the
operational effectiveness of the office's highly complex IT and
associated
telecommunications systems.
l Must effectively communicate effectively with federal, state, local
agency officials and
private citizens explaining concept, purpose and statuatory regulations
governing the
NDR's operation.
Qualifications and Evaluations:
GOVERNMENT TRAVEL CARD REQUIREMENT: Potential applicants must be able to
obtain and retain a
Government contractor-issued travel card to be used for official
business as a condition of
employment. Those employees who enter on board and find that they are
unable to obtain a card
based on their credit history or who do not retain their card during
employment may be subject
to removal from the Federal service. Applicants (who have Federal
employment experience) will be
required to certify in writing that they have not previously had their
travel card suspended or
cancelled. Those who fail to meet this condition of employment will have

One Year Probationary Period: Applicants selected under delegated

Qualifications:
