I see no reason why it shouldn't as OE is a stripped down version.

Thanks to Ray from the list, I got what I needed to solve this problem, and
it is possible to do in Outlook Express.

in the send tab under plain text settings you will find a check box which
says indent the original text with when that box is checked, you will see a
combo box and the default appears to be the greater than sign. uncheck that
box and that should clear up the greater sign issue.
