Especially if you don't look for it. The funds are spaciffically set aside
to keep people with disabilities living as independantly as possible, and
are ear marked to take in to account low incomes and the effects of low
incomes on credit ratings. Many people work with Lion's clubs, or other
community organizations. Some work with Social services departments,
especially if they have hearing impairments as well as visual impairments.
Some people sacrafice cable, new cd's, beer, cigarettes, or other pleasures.
It's all about priorities, not victimization.
