On one level the school is correct, if you want them to pay for it, then it
must be their evaluation.  That said:  Then you can let them know that you
want your child tested using approved tests for need for technology.  Not a
best guess from the teacher but a real assistive technology assessment.  We
don't make chidren prove they can speak before we talk to them.  Also, I'm
sure somewhere there are communciation goals on the IEP that are not being
met.  I'm sure your state has a similar rule that if they are not met 2x in
consectutive grading periods then you can seek outside help.  Have the
letter go all the way up the chain of command.  The child needs to be able
to communicate as independently as possible and needs someone appropriately
trained to train them on it.
