I uninstalled IE 8 on a client's computer through Add/Remove Programs, and
IE 7 just automatically reinstalled.

hi.
yep had to roll back to ie 7 from ie 8.
was doing some web projects for a course a couple of years ago and was 
looking to upgrade and editing and upgrading my sites.
and for some stupid reason.
had my css style sheet added.
ie 8 was playing havoc and would not speak out the table and the fonts and 
everything.
so rolled back to ie 7 and now can hear my table and the fonts i specified.
so the only way around that is to uninstall internet explorer totally 
install it from stratch.
in windows xp in the adminstrators sections from memory.
go to services.
and in there there should be some settings for internet explorer.
disable it and then stop it and then start the service again.
and maybe if you have ie 7 on a cd or just download it from the ms site.

ps: oh and when i rolled back to ie 7 with jaws 10.
it worked like a charm.
