What screen reader are you using? If you're using JFW then you can hit 
insert-f1 and select the JFW hot keys link. You're particularly 
interested in the section on time markers. I'll paste it below.

Time marker commands:
To set a time marker, press M.
To jump to a specific time marker, press Alt+Shift+M.
To remove a time marker, press Control+Shift+M.
To import/export time markers, press Control+Alt+Shift+M.
