If the economy is forcing them to say she doesn't need it, all I can  
say is GET A LAWYER for your next IEP meeting and things will change  
quickly.  It is the law to provide appropriate, free education to ALL  
and if Mary needs AT to be successful, AT she will get, but sometimes  
it is a hard fight.  (I've seen it more than once in my 11 years of  
elementary teaching experience in a wealthy district in PA.  It is  
the persistent parents that get results and sometimes legal action is  
what it takes.)
