One simple solution is turning off the power supply at the strip or UPC.
It appears that the unit is only going into "deep sleep" (suspend), not
actually
powering down completely. Any discernable vibration sensed via the
mouse could
"wake-up" a suspension and repower the whole system. You could try
unplugging
the mouse, but don't do that when the system is powered-up. Also check
the
power-conservation settings in the BIOS-setup options by clicking F1 or
Del at
boot, before Win95 starts loading.
