The SWR meter can only read the SWR at the point in the line where the meter 
is.  Since a tuner can't change anything between it's self and the antenna, 
puting any meter there will not show any change.  A tuner matches the 
transmitter to the antenna, so that the transmitter sees flat SWR, that is 
no power is reflected back to the transmitter.  Therefore, a meter goes 
between the tuner and the radio.  If you are using an internal tuner, this 
positioning of the meter is not possible to accomplish.  If you use an 
external tuner, by-pass the internal tuner to avoid power loss, and other 
nastiness.
